For shared hosting, lot of providers tend to "oversell", meaning they give you something they know 99.9% of you guys won't be able to utilize. But ironically, that's what the "market want". my advice for picking host, pick one that can provide reliable support, meaning someone will take care of your problem if it happens. :) i would say, you get what you pay for.
